Plans have been revealed for a three-storey structure, that would provide 18 two-bedroom flats and nine three-bedroom flats in North Road - a gated area off James Callaghan Drive.
Permission for developers to access the site is set to be considered by Portsmouth councillors at a virtual meeting on April 27.

In a planning statement to Winchester council the applicants, Heritage Property Southern, explained some of the design elements.
They said: 'The proposal picks up on a similar form to that of the existing, a flat roof has been chosen to reflect the historical buildings on site, allowing the use of sedum and PV panels whilst reducing bulk.
'The use of robust materials have been chosen; brick and bronze cladding. The brick has been specified as a buff colour - this earthy tone will help the building sit within its surroundings.

'Balconies are proposed as shown to be clad in the same cladding system; this will create further depth to the elevations.'
Under the proposals each two- bedroom flat would be provided with two car parking spaces and each three-bedroom flat with three car parking spaces. And here would be an additional 20 spaces for visitors, making a total of 83 spaces.
The building set for demolition has been vacant since the mid-1990s and was last used for research and development purposes - by the Admiralty Research Establishment.
No objections have been made against the plans so far.
