PORTSMOUTH residents who fail to tell the council they’ve moved and are in a higher tax band could face a fine.

It follows a consultation where people were asked to score from 1 to 10, with 10 being strongly in favour, whether they supported the move. A decision will be made at a meeting on Thursday.
