There are lots of projects happening all over the city and more to come in the future.
They include the development of the Northern Quarter, the seafront, a new library and museum, new schools to be built, the further development of the University.

Do these self-contained projects make a city? How could they connect and dovetail into the whole?

From the moat at the Garrison church into Southsea Common source and build a mile long shallow canal which could be used for boating and leisure. There is nowhere in or even near Portsmouth where a person can hire a boat and row; not even on the sea. Canoe Lake is too small, the wrong size, shape and landscape.
