The new Blues boss is pushing for the Algerian international to be a permanent recruit following an eye-catching Fratton Park arrival.
Adams has already held discussions with executive chairman Peter Storrie over his transfer targets for January.
And topping his wish list is Belhadj, who is currently on loan from Lens.
Tying up a deal for the 26-year-old would not be a problem, with Pompey having first option.
A transfer fee was also agreed prior to his arrival.
It ensures, despite his excellent Blues performances, the price cannot be pushed up.
It would represent a piece of shrewd business by Pompey for a player who has become an instant crowd favourite.
Adams said: 'Nadir is a lad I want to keep at Portsmouth, he's done great for us.
'Hopefully in the New Year he can become part of the fixtures and fittings here. January would be a good time to sign him.
'In training and everything he's so lively and has such an attitude towards training he deserves all the success he gets.'
Since bursting on to the first-team scene against Middlesbrough in September, Belhadj has gone on to feature in every Pompey match.
Largely employed at left-back, Adams has pushed him up field to the left-hand side of midfield during the past two matches.
The switch coincided with his maiden Blues goal in the 2-1 victory at Sunderland – the first win under their new manager.
The former Lyon man also featured on the right-hand side of midfield at West Ham last weekend following a reshuffle prompted by Lassana Diarra's injury.
And although Belhadj is on loan at Fratton Park until the end of the season, Storrie is looking to get him signed up permanently in January.
Pompey's executive chairman added: 'Tony and I have been in discussions about several targets he wants to bring to this club and we hope to conclude a deal for Nadir in January.
'It is a loan with an automatic option clause and only we can take that option.
'If we don't take that option then obviously it's another matter but it's an exclusive option.
'The price is already set, that's all done and dusted. He likes it here, he enjoys it here and we like him.
'From the option of the price we are looking at, I think it's a hell of a deal to be honest.
'He's going to be a tremendous player for us.'
