As the due diligence process for Sulaiman Al Fahim's proposed takeover goes on, there's a concern Pompey will be short on time to bring in new players for next season.
So to help out the Arab tycoon ahead of his expected completion date in mid-July, we asked three sports writers at The News, along with three pundits, for their wish lists on who the Blues should try to sign up once he arrives.
With the level of Al Fahim's spending still in question, there are three categories:
£££ – Money no object The world-class stars Pompey could realistically buy if they were to rival the spending power of Manchester City.
££ – Splash the cash Players in the price bracket of around £10m, like the ones the Blues have bought in recent years such as Jermain Defoe and Peter Crouch.
£ – Bargain buy Cheeky deals for youngsters, talent from lower divisions and abroad, and stars coming to the end of their contracts.

£££ Joleon Lescott (Everton), £20m
An integral part of Everton's rise and rise under David Moyes, it appears even he now has his price.
With Manchester City sniffing around the England defender, the Toffees have slapped a £20m tag on their prize asset.
Not that that should deter any club possessing limitless spending power. After all, Lescott is clearly a class act and at 26 is not yet at his peak.
££ Edin Dzeko (Wolfsburg), £10m
Rapidly emerging as one of the hottest young properties in European football and it is easy to see why.
The towering striker bagged 36 goals and was crowned the Bundesliga's player of the year after inspiring Wolfsburg to a shock German title success.
Still only 23, the Bosnia striker also impressed against Pompey back in December, netting in Wolfsburg's 3-2 victory over Tony Adams' side in the Uefa Cup.
£ Richard Dunne (Manchester City), £4m
Reportedly put up for sale on the cheap by the big-spending Mark Hughes and already interesting Sunderland.
The City skipper so nearly ended up at Fratton Park last summer, instead opting to pen a fresh four-year deal to remain at Eastlands.
Nonetheless, he is a quality, no-nonsense central defender with bags of experience, pace and quality. He also shared an impressive partnership with Sylvain Distin at City.
Jordan Cross (News writer)
£££ Luis Fabiano (Sevilla), £25m
Watched by Harry Redknapp on a number of occasions when at Pompey, it's easy to see why the ex-Blues boss liked the Brazilian so much after watching him at the Confederations Cup.
Scored 17 goals for Sevilla in La Liga last season, and bagged 31 strikes the previous campaign. Pacy, strong, direct and a real poacher.
Would command a huge fee, with Europe's top sides interested.
££ Micah Richards (Manchester City), £10m
The England international fell out of favour at Eastlands at the end of last season amid talk of a bust-up with Mark Hughes and a loss of form.
Could be the ideal time to take a punt on the man who burst on to the scene with club and country in 2006, and offered an exciting glimpse of a bright career ahead.
Equally at home in the middle or at right-back Richards (right) has all the tools to be one of the top defenders of his generation.
£ Eidur Gudjohnsen (Barcelona), £2m
A year left on his contract and way down the pecking order at Barcelona, the Iceland international could be landed for a bargain fee.
The former Chelsea striker is still just 30 and has plenty to offer at the top level.
Wages would be a decent whack, though, and a number of Premier League sides are interested.
Steve Wilson (News writer)
£££ Xabi Alonso (Liverpool), £20m
There are rumours on Merseyside the Spanish midfielder is unhappy with boss Rafa Benitez and is angling for a move away from Anfield.
Although Juventus has been mentioned as a possible destination, a lucrative contract and the responsibility he craves would be on offer at Pompey.
Quality passer, but also not afraid to put his foot in. Would he fancy a move to an upwardly-thinking club who are prepared to pay big money for the quality players? He just might.
££ David Bentley (Spurs), £12m
Creative midfielder, deadly from set-pieces and it was clear from the moment Harry Redknapp arrived at Spurs, Bentley was not the first name on his teamsheet.
Devoid of confidence, Bentley's campaign eventually ended either on the bench or in the Spurs reserves.
£ Michael Owen (Unattached), free transfer
While the rest of English football appears to have written him off, there could be an Indian summer for this class striker's career.
He has proven he can play off Peter Crouch for his country in the past and his domestic record is better than one goal every other game.
He may not be as quick as he was, but his crafty work in the box would be a huge asset.
Andy Awford (Former Pompey defender)
£££ Gabriel Agbonlahor (Aston Villa), likely fee £20m
If I had a few quid to spend I'd shell it out on a striker, and go for Gabriel Agbonlahor.
He fell out of things a touch at Villa last season, but is an excellent prospect.
Agbonlahor offers the kind of quick dynamic options that are such an asset to a front man.
He is an Englishman and he knows the Premier League. Having the kind of pace he provides is an important outlet.
££ Darron Gibson (Manchester United), £7m
Maybe Darron Gibson doesn't quite fit into the splash-the-cash category, because I think you would be able to get him at a decent price.
Gibson's unproven at the moment but he definitely has ability. He showed just what he is capable of doing for Manchester United in the Carling Cup last season.
I think you would be able to nick him away from United.
£ Michael Owen (Unattached), free transfer
I've been told I can't have Hamilton Thorp! In that case I'm going to opt for Michael Owen.
A proven goalscorer who would work perfectly playing off Peter Crouch.
I bet he is still champing at the bit to prove he can do it in the Premier League.
Another shout would be getting Federico Macheda on loan from Manchester United.
Sir Alex Ferguson may let him go out for a year to get some games under his belt.
Vince Hilaire (Former Pompey midfielder)
£££ Obafemi Martins (Newcastle), £12m
With Pompey still having a strong African influence, I think Obafemi Martins would be an ideal player to go for if we had a few quid to throw around.
I think he would cost in the region of £10-15m, but is full of pace and I think you could convince him to come down to Fratton Park.
It would be the ideal time to move for someone like Martins with Newcastle needing to cash in after being relegated last season.
££ Benjani Mwaruwari (Manchester City), £4m
I reckon we would be able to snaffle Benjani away from Manchester City, and it would be a popular move with the fans.
City look like they are trying to make the top four or top five, and there will be players on the way out with the targets they are being linked with.
They already have a bagful of strikers and are now close to Carlos Tevez, too.
I don't think we would have to pay the kind of money we sold him for. He would still cost a few million.
£ Dietmar Hamann (Unattached), free transfer
With Sean Davis gone, we are going to need another holding midfielder and Dietmar Hamann would be perfect for that role for a season.
Hamann is now a free agent after being released by Manchester City and knows the Premier League inside out.
The former Liverpool man still possesses plenty of quality and someone of his experience would be an invaluable asset for a year.
Basher Benfield (Pompey season-ticket holder)
£££ Michael Owen (Unattached) free transfer
Others have gone for Michael Owen as their bargain signing because he's available on a free transfer, but his wages won't make him cheap.
It's no good saying we want Frank Lampard because he would never come to Pompey.
But I think we would have a chance with Owen. He has enough pace and hunger to score goals in the Premier League.
££ Matthew Upson (West Ham), £12m
There's no doubt in my mind that we need a good quality central defender still.
Sol Campbell is getting on a bit and might not stay, Hermann Hreidarsson is nearly 35 and Sylvain Distin is 32 this year.
There is not that much pace there so I think Matthew Upson could be a good player to go for. Richard Dunne at Manchester City is a good shout, too. Matt Taylor and James Milner are others I like in different positions.
£ Danny Mills (Unattached), free transfer
We are going to need another right-back with Glen Johnson gone and I think Danny Mills could be a good back-up option after being released by Manchester City.
Darius Vassell could have bolstered the forward line but has gone to Turkey and Dietmar Hamann is too old now.
Mills is someone we could definitely get a good season out of still.
