Dump your own rubbish – or pay up

A COUNCIL has warned people not to allow strangers to dump rubbish on their behalf as they could end up paying a high price.
Chichester District Council recently prosecuted a resident after his details were found on personal correspondence in a pile of waste dumped in Marlpit Lane, Hambrook.

The householder said he had paid someone to take away the rubbish for him but it was fly-tipped. He was ordered to pay an £80 fine and costs of £100.

Councillor Heather Caird, the council's health spokeswoman, said: 'This is a significant prosecution which reinforces the message that fly-tipping will not be tolerated within this district.

'It also highlights the dangers of dumping personal correspondence illegally, leaving the individual susceptible to identity fraud.'

In 2006/07 Chichester District Council recorded 860 incidents of fly-tipping and collected 95 tons of material.

It costs the council around £57,000 a year to clear up the mess caused by fly-tipping across the district.

I am glad that they have managed to prosecute someone for this mindless & selfish crime. Unfortunately, it is becoming an increasing problem everywhere. Where I live, some residents put out their rubbish early. Sometimes hours after the bin collection. Portsmouth City Council seem to just put yellow stickers on the offending item & not attempt to make the resident take in their rubbish, or atleast remove it and then send them the bill. How difficult is it to put out your rubbish the night before collection, or get someone to drive large items up to Port Solent for free!

What are we supposed to do? We are told to recycle,which most of us do.So why are we told what we can and cannot put out and have people going through our bins prior to collection. Why don't the council fine the companies that separate the recycled articles. The machine that does this should do it ALL,and if it cannot then why not.If we want people to recycle then help them,if councils continue with this heavy handed approach people wont bother

RET, they prosecuted the person who didn't actually commit the offence! Are we to be glad about that? It's absurd.

You say that it is not difficult to get someone to drive large items up to Port Solent for free. This is true. However, should they dump the item, rather than dispose of it as you had asked, you may well find yourself in similar circumstances to this householder.

The council, in this instance, has taken the easy option and gone after a name on a piece of paper; someone whose whereabouts is known (much like the CSA and various other organisations!). The ACTUAL offender has gotten away with it.

well why not telephone the ark in albert road who take bric a brack and furniture for free and there is a reclying place that takes away car batteries and washing machines cookers fridges etc his number is the journel so why pay when you dont have too keep all paperwork and wait for bonfire night and put in there .

My daughter lives in Grafton Street flats and Portsmouth Council in all their wisdom !! has decided to close all the rubbish chutes. Now everyone must take their rubbish down to the bin shed via the lift. Imagine the smell in the lifts of dirty nappies food waste etc from all these flats its disgusting. I feel sorry for the people living there especially on the top floor. You have to either endure the stench in the lift or carry your rubbish down god knows how many hundred steps. If you leave your rubbish outside your door in the porchway god or should I say council forbid,you land up with a £100 fixed penalty notice. This is one of the worst decisions made by the council. The residents should get a petition going to force Portsmouth council to re-instate the rubbish chutes.
