Numbers riddle in Old Portsmouth

When I saw this postcard I had to guess where it was and when I saw it was looking along Broad Street, Old Portsmouth, I was amazed.

I have never seen this view before.

What also confused me was the shop and pub on the right. The shop is number 69 so the Bell Tavern would seem to have to be 65 with the shop in the middle of the two being 67.

I cannot work it out. In my Portsmouth Street Directory 62 to 70 is Quay House and then comes East Street which is a quarter of a mile down from the Bell.

Can anyone offer an explanation?
