A WOMAN who was spotted using her mobile phone while driving has been told to pay £135.

Zarha Talbot, 28, was caught in Landguard Road, Eastney. Talbot, from Cardiff, was found guilty in her absence after she failed to appear at Portsmouth Magistrates’ Court.
