Balram Chainrai will have to pass league's fit and proper test
As the owner of a Premier League football club, Balram Chainrai will have to pass the Premier League's fit and proper persons test.
Chainrai took over the club last night after losing his patience with the Ali Al Faraj regime at the club.
He is not believed to have been assessed by the Premier League so has not yet passed the fit and proper persons test.
The Hong Kong businessman has no intention of owning Pompey in the long-term and will look to sell it as soon as he has stabilised the club.
People can be banned from owning a Premier League club for a number of reasons.
If they have been either directly or indirectly involved in or have any power to determine or influence the management or administration of another club or Football League club they are not allowed to take charge. If a person becomes prohibited by law from being a director they are also not allowed to take control.
If a person is convicted of an offence set out in the Appendix 12 Schedule of Offences or is convicted of a similar offence by a competent court having jurisdiction outside England and Wales.
If a person makes an Individual Voluntary Arrangement or becomes the subject of an Interim Bankruptcy Restriction Order, a Bankruptcy Restriction Order or a Bankruptcy Order they will also fail the test.
If they are a director of a club which has suffered two or more unconnected events of insolvency they will again fail the test. There has been no suggestion Chainrai would have any problems in passing the test.
