Lib Dem candidate councillor Katrina Trott had to endure a recount before she could be declared the winner by a mere 80 votes.
Tory Keith Barton, standing for the first time, called for the recount when it appeared he may have snatched victory.
Tory leader Sean Woodward said: 'We ran the mayor very close, and she's had a very huge profile this year. Keith was one of our newer candidates and I'm sure he will be successful in two years' time.'
