MP Mike Hancock urges government to publish bill’s risk report

PORTSMOUTH South MP Mike Hancock is calling on the government to release the transition risk register for the Health Bill.
The bill is currently going through its final stages in Parliament, and Mr Hancock believes it is important the register – which outlines potential problems in the future if the changes are brought in – is released before the bill completes its passage.
The Information Commissioner ruled last November that the public interest in publishing the register was greater than keeping it secret.
But the government has said it will appeal the Information Commissioner’s judgement.
Many MPs have signed an Early Day Motion calling for it to be published, alongside leaders of Britain’s doctors, GPs, nurses and midwives.
Mr Hancock said: ‘The Health Secretary should have the guts to publish the risk register today as it is more important that Parliament corrects any mistakes in the bill that the register shows up than it is kept secret.
‘My guess is that ultimately the government will have to publish it anyway.
‘So it would be far better to publish it before the bill completes its passage through parliament so that parliamentarians can see whether it needs changing in light of what the risk register says.’

Thursday, February 23, 2012 at 11:05 PMYou potentially put the security of the Royal Navy at risk so you could get your rocks off. You betrayed the trust of your constituents with your philandering. You are in no position to demand anything from anyone. The people of Portsmouth deserve better. He actually said "it does not effect my ability to serve my constituents or make me untrustworthy" that is tantamount to saying "I'm an alcoholic but I only drink one type of wine produced in only one vineyard in Bordeaux" dishonesty is dishonesty. Dress it up anyway you like but this wasn't the first time (by his own admission) and is probably not going to be the last. Shame on you!!!

Thursday, February 23, 2012 at 09:39 AMI'm a bit confused by this. Wasn't the MP for Portsmouth South on the Committee scrutinising the bill before it was debated in Parliament? Surely he would know what is in the bill and would have assessed the risks of implementation. We accept he had a lot on his mind last year, and may have been engaged with other extra-parliamentary matters, but that is no excuse for not doing your job. Cynics might say that this is nothing more than an attempt to save his skin, and shore up support for the Lib Dems locally. However, what he and the council leader cannot run away from is their enthusiatic support for the coalition agreement, which led to the creation of the unpopular NHS bill. No doubt the Lib Dems will continue to face both ways on a whole host of issues, but they will be found out sooner or later.

Thursday, February 23, 2012 at 09:22 AMWhat is recorded in a Risk register? Does that include having a Russian assistant and giving her full access to the Houses of Parliament?
