Officer 'accessed police data to prey on women'
A serving police officer used his position to access personal records and prey on vulnerable women, a court heard.
PC Robert Campbell allegedly conducted unauthorised searches of Hampshire Constabulary's electronic Records Management System to try to forge relationships with three women between July 2006 and April 2009.
Guildford Crown Court heard the 42-year-old also scoured the system on behalf of a fourth woman with whom he struck up a sexual relationship after he was put in touch with her by one of his targets.
Campbell, from Chedworth Crescent, Paulsgrove, Portsmouth, allegedly carried out unauthorised searches to access information on Hayley Johnston between July 2006 and September 29 2007. He visited her at home, made numerous phone calls and asked her out.
Toyin Salako, prosecuting, said: 'He asked her out on a number of occasions and suggested he could take her away from her current life.
'On one occasion he telephoned her at one in the morning offering to come to her house and take her a Chinese.
'Hayley Johnston refused his numerous invitations and made it clear to him that she was in no way interested. Mr Campbell did not take the rejection well.'
An investigation was launched after Miss Johnston made allegations against him in open court when her partner Richard Hoarn was appearing. Campbell was moved to a different policing area and told not to contact Miss Johnston. But his unauthorised searches continued and he turned his attentions towards Hannah Broughton, the court heard.
He struck up a relationship with her then partner Simon Mills on social networking site Facebook, calling himself David Bob Bell.
He later revealed his identity and continued to pursue Miss Broughton when the couple's relationship ended.
He also contacted Hannah's sister and Mr Mills ex-wife in a bid to find out where she was living.
Campbell also used the Records Management System to try and get information relating to single parent Sonya Bridges, who had previously been a victim of domestic violence, it is alleged.
It was through Miss Bridges that he got in touch with her friend Roxanne Stubbington, who had also been a victim of domestic violence.
Campbell allegedly searched the Records Management System for information on her mother's partner and the pair struck up a sexual relationship.
Campbell was arrested last April after the four women complained to police.
Toyin Salako, prosecuting, said: 'In essence whilst Mr Campbell was a serving police officer within Hampshire Constabulary he accessed the Records Management System for his own personal gain. He used the information he gained to form relationships with women who were in some way vulnerable.'
Campbell, who is still a serving police officer working on reduced duties, denies four counts of misconduct in a public office.
