Recently Newport council in South Wales was slightly embarrassed to be caught out with cannabis growing in council-owned flower borders and tubs.

Yep, I know that it’s illegal, but the story really made me laugh.

Why? Because the person who planted the offending flora, also it seems, harvested it prior to any official action being taken.

Passers-by and residents are reported as saying how pretty the shrubs had looked.

Of course they had – they were being tenderly lovingly cared for.

Basically, the council had been looking after the cannabis, watering it and, I assume, feeding it, while the ‘owner’ sat back, relaxed and watched their crop benefit from taxpayers’ pounds. What a scheme.
