A FORMER Chichester councillor and passionate campaigner for Chichester Harbour has died.

Hector Allen served on Chichester District Council from 1976 to 1999, representing West Wittering and also serving as chairman from 1989 to 1992.

A particular passion of his was serving as a member of the Chichester Harbour Conservancy and he was chairman from 1997 to 1999. In 1999 he was made a freeman of the harbour.

He passed away at West Wittering on December 16, aged 96.

He leaved behind his wife Constance Irene Allen, two sons Martin and Paul, and two grand-daughters, Katherine and Victoria.
