A CONSERVATIVE council leader has stepped down after a £165m proposed development fell through.

Councillor Robert Humby, leader of Winchester City Council which covers Denmead, Wickham, Bishop’s Waltham and Southwick, resigned after campaigners won a judicial review into the council’s procurement procedures surrounding the Silver Hill scheme – a plan to build shops and homes in the city 
centre.

Cllr Humby said decisions on Silver Hill were taken long before he was leader.

He added: ‘I was leader when the court decision was handed down and so must take responsibility.’
