Theft and pirate DVDs at council's own social club

An investigation into Portsmouth City Council's social club has revealed a raft of illegal activity went on under the noses of city leaders.
Internal auditors found a string of 'improper practices' including potential theft of cash, pirate DVDs on the premises, alleged illegal sale of unauthorised alcohol, 'wastage' of drink - where alcohol is not accounted for - and out of date stock.

It was also revealed that former Lord Mayor Cllr Jason Fazackarley cashed eight personal cheques at the club - which later bounced.

He paid the money back but has since referred himself to the Standards Board for England for a fuller investigation.

District auditor Stephen Taylor said he was 'very concerned' about what was taking place at the club, which is for council staff and councillors, past and present.

He said: 'I am very concerned about the findings and about the failures in management that have allowed this situation to arise. There has clearly been inadequate management oversight of activities at the staff club and this has created the opportunity for inappropriate practices to be adopted and sustained.'

Police were called in to investigate the allegations, but dropped inquiries because the amount of money involved was small.

Two members of management staff were suspended last year while disciplinary action was considered, but both have kept their jobs. No-one has been prosecuted.

The club, above the Citizen's Advice Bureau in Dugald Drummond Street, has now been closed down. Councillors claim it was shut because it cost more than £20,000 a year to subsidise.

Mr Taylor, who has not named anyone in his report or specified amounts allegedly stolen, recommended the council reviews its disciplinary procedures.

Lib Dem council leader Gerald Vernon-Jackson said: 'We've accepted all the recommendations and the club is now closed. The city council won't be running any bars in future.'

Lib Dem Cllr Fazackarley said: 'I didn't refer myself to the standards board because I think I've done anything wrong, but because I want this cleared up.' He said it was common practice for staff and councillors to cash cheques at the club, and added: 'My cheques bounced this time because the managers were suspended and didn't bank them, then banked them all on one day.

'I paid the money back immediately.'

If it is good enough for Gerald Vernon Jackson’s Liberal Democrat administration to throw away council taxpayers money on ill conceived schemes with no comeback, how can you blame the underlings taking advantage of an unsupervised system.
Do you remember last year when the club was closed down by the Council’s own health officers because of hygiene standards.
Who was in charge of environment and public safety at the time?
You ’ve guessed it, non other than Councillor Fazackarley.
What can be said about Fazackarley?
Bouncing cheques, tax misdemeanours and pitiful excuses, he obviously has a problem. Solution RESIGN

Silly question I know but are there not a plethora of cashpoints near to PCC social club ? Answer is yes there are, so why the need to cash cheques on 8 separate occasions? You surely could not go out 8 times without your card? Mind you they only dish out dosh if you are in funds usually!! Sorry Jason but you may be on thin ice here.

Methinks Mr Fazackarley is in a bit of trouble here. Bouncing only 8 cheques is certainly not becoming of a person in his elevated position.

Further proof if it were ever needed that, this is yet another organisation rotten to the core, feathering their own nest, Police not willing to take any action, and each year we pay our council tax, only for MP's and councillors to bleed us dry with their corrupt, selfish, lazy ways.

What we need to do is bring the stocks back and put them outside the civic offices, an afternoon having rotten fruit and veg thrown at them and the community laughing at them might make these parasites think twice before ripping us all off.

Dont hold your breath with Eleanor Scott in charge. Look at her track record, Mary Rose School way over budget and very late. Child dies whilst under PCC were monitorung the situation and truancy rates at schools were at an obscene high. What she do? She dropped out and then came back when she thought the flack would stop.

Jason Fazackerley is supposed to be an intelligent person. I find it truly amazing he did not know his cheques were sat behind the bar at PCC's Social Club?
He insults our intelligence to suggest he thinks he has done nothing wrong. Can the News ask him how long his cheques were sat at the club please? Better still come on this forum and explain yourself Jason.

Surely this is a very serious matter for the Standards Board.

Fazackerley should be suspended from his position immediately without pay.

Anyone in the private sector caught doing this sort of thing would not just be sacked on the spot but also charged with fraud.
