The action was part of the committee’s drive to achieve a contingency budget with zero growth in 1976-77.

‘The level of saving required from the roll-forward budget is £144,000,’ said a report from officers.

JR Lane, deputy council surveyor, said that to arrive at the large sum necessary, major items on the budget had to be considered.

He added: ‘In this respect the closure of the Havant incinerator and redeployment of staff to operate the new Portsmouth incinerator represents the only possible solution capable of being proposed.’
