Mark Jacob is confident Pompey will finally be able to launch an assault on the transfer market next week.
The club's coffers have been bolstered after arranging another short-term loan.
In addition, the Blues will next week receive £7m from Sky, which will go directly to paying off missed transfer payments to other football clubs.
Although executive director Jacob – advisor to Pompey owner Ali Al Faraj – did not disclose the amount of the latest loan or who it is from, it has already paid off players' December wages and will now be used to meet the demands of other creditors.
Although it is another short-term fix, Pompey hope investment can be secured in the next few weeks to help the club's financial future in the long term.
For now, the latest loan will also be used to bankroll Blues boss Avram Grant in the transfer market as he looks to strengthen his squad.
All that is stopping Pompey at present is the Premier League's transfer embargo.
But Jacob believes everything will fall into place next week.
And the club are eyeing up renewing Jamie O'Hara's loan as their first action.
Jacob told The News: 'We have taken out another loan. It is the continuation of a facility.
'It's not substantial, but it's getting us through January, which quite clearly is an important month for every football club.
'The two previous regimes had the benefit of the transfer window and we have a new man at the helm in Avram who will identify those players he believes can take the club forward.
'If Avram identifies a player then we will make funds available.
'There is definitely the ability to spend in the transfer market.
'We need to get the embargo lifted and hopefully lifted next week so we've got two or three weeks left to start bringing players, either by buying or loaning.
'We are talking about a period where other squads are looking at their squad lists going into the summer and seeing excess baggage they are looking to off-load.
'Players are also maybe looking for an opportunity to put themselves in the shop window if they are not getting a game for their current club.
'We know where we are, we know where we are going and we are also very confident of extending Jamie O'Hara's loan deal. That would be superb because he has been excellent since he has been at the club and is very keen to stay as well.'
Pompey have admitted they have received 'several' enquiries for Younes Kaboul.
However, they want their star man to remain on the south coast.
In the meantime, they are focusing on lifting the embargo which has been in place since October 15.
Jacob added: 'There are more meetings planned at the Premier League next week to discuss the outstanding monies with the various clubs.
'We need to confirm to them where we are in regard to payment schedules with various clubs.
'If they are satisfied those payments are being met then I see no reason why the embargo will not be lifted.'
