We can tell by the shadows that here we are looking west down Elm Grove, Southsea.

I think it is at its crossroads with Grove Road North and Elm Grove South.

As trams never travelled down Elm Grove and there were no double-decker buses at the time, can anyone suggest how the photographer took the photograph from the middle of the road and so high up?
