Plans to make holidaymakers pay to use beaches were ruled out in the Portsmouth area.

But Portsmouth city councillor Alex Bentley warned charges might have been considered to pay for ‘loo wardens’, if vandalism rose to unacceptable levels.

The suggestion that tourists might have had to pay to swim from their favourite holiday beaches to help pay for clean water and litter-free sand was made by Tidy Britain Group director Professor Graham Ashworth.
