Why was this rotting anchor on the Camber quay? '“ Nostalgia

In this pre-1924 photograph of the Camber, Old Portsmouth, from John Hart we see children posing with a rotting anchor. Most are barefoot and those that are shod appear to be wearing boots.

The Camber bridge, on the extreme left, was demolished in 1924 so the entrance to the inner Camber could be widened.

I'd like to know more about the anchor. Was it made with just one arm and fluke or has the other arm broken off at the crown?
