A WARNING has been issued after residents have been targeted by bogus binmen asking for cash.

People are being warned to be on their guard after offenders have claimed to be dustbin men and asked for Christmas tips.

People have been targeted in East Hampshire and Winchester districts.

Residents have been approached by a man claiming to work for waste contractors Biffa, who collect on behalf of East Hampshire and Winchester councils.

Officials said refuse collectors are strictly forbidden from approaching residents and asking for cash, gifts or tips of any kind. They face stringent disciplinary action, including dismissal. The authorities are carrying out their own investigation.

Councillor Hilary Ayer, who oversees environment in East Hampshire, said: ‘Nothing is more intimidating than someone knocking at your door asking for money.

‘It is very doubtful that whoever is making these approaches is a genuine refuse collector and much more likely that he is an opportunist hoping to cash in on residents’ generosity.’
