Businessmen fined thousands for fly-tipping at South Downs National Park

Authorities were tipped off to a pile of rubbish – and investigators found the pair responsible.

Winchester City Council prosecuted Andrew Greek, of Greek Construction, Wickham, where he admitted three breaches of section 34 of the Environmental Protection Act 1990 related to the dumping of builders’ waste on September 4 last year.

The 37-year-old, of Tramper Lane, North Boarhunt, was fined £1,200 with a £120 victim surcharge £2602.38 in costs.

Philip Stead of All Seasons Southern Ltd, Dukes Road, Southampton, also appeared at Portsmouth Magistrates’ Court last month and pleaded guilty to a breach of section 34 of the Environmental Protection Act 1990 for the dumping of a uPVC door and frame.

His firm was fined £1,000 with £600 costs and a £100 victim surcharge to pay for the offence between July and September last year.

The rubbish was found on a bridleway near Cott Street, a previous target for fly-tippers.

Councillor Frank Pearson, portfolio holder for environment, said: ‘Winchester City Council takes a dim view of those who fly-tip because their actions are a blight on society and a drain on the public purse.

‘Wherever possible the city council enforcement officer will work with other services across the council to take robust action against those identified as the perpetrators.

‘This can sometimes include working with neighbouring local authorities to bring the perpetrator to the courts as the Council believes that authority boundaries should be invisible for this type of offence.’
