Hide AdPolice charged him last night after he was arrested on Friday evening.
It came after a 17-year-old girl is still in hospital with life-changing injuries following an attack in Shearer Road, Fratton, on April 11.
Prosecutor Nick Hoyle said: ‘It is a very traumatic brain injury indeed. Two fractures to the skull. It has left the aggrieved unable to communicate some weeks later.’
Relatives of Hemming were at court today as well as police officers in the case.
