Noisy Waterlooville neighbour banned from playing loud music

Lisa Horsted, 40, of Athena Avenue, Waterlooville, was handed a three year criminal behaviour order at Portsmouth Magistrates’ Court.

It bans her from playing music that can be heard outside her own home.

Horsted admitted four offences of causing statutory noise nuisance by playing loud amplified music, which affected her neighbours.

Havant Borough Council’s environmental health team worked with neighbours for eight months to secure the conviction.

Councillor Tony Briggs, portfolio holder for environmental services, said: ‘This case has been a big success for our environmental health team and the conviction is a direct result of hard work and persistence.’

The order gives the council a tool to deal with individuals like Horsted who behave persistently in an anti-social manner or engage in criminal activities.

There are conditions attached to the order, which bans her from playing music, amplified or otherwise, at her property at a volume that can be heard outside.

Anyone at Horsted’s home must follow the conditions and any breach, which is a criminal offence, could result in up to five years in prison.

Cllr Peter Wade, ward member for Waterloo at the borough council, said: ‘We have recently been receiving more reports of nuisance neighbours and our team have been working closely to follow these up.

‘We want to ensure residents we will do our utmost to resolve any issues they come across.’

She was fined £100 with £300 costs and a £30 victim surcharge to pay.
