Thief told to pay out
VACUUM cleaner thief Peter Billinger was fined £20.
Billinger, 43, admitted stealing the £169.99 item from B&M in Portsmouth on April 12.
He admitted breaching a conditional discharge for theft. He was fined £20.
City magistrates imposed £169.99 compensation and a £30 victim surcharge.
