Trader fined after illegally dumping rubbish in Portsmouth

A TRADESMAN has been fined hundreds of pounds for dumping waste in Portsmouth.

Richard Yeates appeared at Portsmouth Magistrates Court after flytipping household items in Southsea.

The 34-year-old was fined £800 for the four offences.

The court heard in February a large amount of waste was found illegally dumped next to a skip on Somers Road, in Southsea.

The builders who hired the skip said the waste, which contained a fridge freezer and bags of rubble, was not from them.

Evidence was found linking it to 231 Southampton Road, Portsmouth, which was vacant at the time. The managing agent claimed they paid Yeates, of 1st Choice Building and Decorating Services, to clear all the waste from the property.

Portsmouth City Council issued the defendant two notices requiring him to produce his waste transfer notes and waste carrier's license, as he was allegedly paid to clear the rubbish that was illegally dumped. 

He failed to produce any of the required documentation and claimed he had paid a man £100 to clear the waste but would not provide the man's details.

Yeates, of Waverley Road, was sentenced to pay a £100 fine, £300 for failing to produce the waste transfer notes, £100 for failing to keep waste transfer notes and £300 for failing to produce his authority to transport waste.

He was also ordered to pay costs of £520 and an £80 victim surcharge. 

Councillor Dave Ashmore, the council's cabinet member for environment and community safety, said: '˜I could not be more delighted at the outcome of the proceedings.

'˜Dumping waste on the streets of Portsmouth will simply not be tolerated.

'˜With waste amenities easily available to all residents there is no reason for anyone to dump their refuse on our streets, and I hope this case serves as a warning that if you do so we will investigate, we will find you, and we will take legal action.'
