New parish council to serve new estates built near Waterlooville

Winchester City Council councillors approved the creation of Newlands Parish Council at a full council meeting and it will come into existence on April 1, 2019.

The council conducted an exercise to see how local people wanted to be governed '“ it received more than 600 responses with 74 per cent asking for a new parish council to be formed to serve the major development area of West of Waterlooville.

It will provide more than 3,000 homes as part of a new community once it nears completion in the year 2030.

Winchester City Council portfolio holder for professional services, Councillor Stephen Godfrey said: '˜It is exciting to see a new council develop which will serve the residents of the West of Waterlooville area.

'˜Throughout this process we have engaged with local people to see how governance arrangements can work for them and I am looking forward to seeing the parish council begin its work next year.'

The first parish council meeting will take place by May 16 following elections on May 2, 2019.  The six city councillors representing the new parish area will be responsible for parish matters until the new parish council is in place.

As part of the new development area, which includes the Berewood development, primary schools, leisure, retail, employment and community facilities including affordable housing will be built.

The site is owned by and being developed by Taylor Wimpey PLC and Grainger PLC, and is administered by both Winchester City Council and Havant Borough Council.

The rate of housebuilding will match market conditions, and is expected to be nearing completion around 2030.
