So Portsmouth City Council has decided to heap more misery upon drivers by changing the rules for parking meters.

Where before if you overpaid for parking you got the extra minutes, now that no longer applies. You don’t even get the change!

I imagine some miserable bore, with few friends, was sat behind his desk one Monday morning thinking of new ways just to annoy everyone.

Imagine if you went into Cascades, bought some shoes that cost £40, paid for them with a £50 note and then they kept the change.

You just wouldn’t stand for it, would you?

To me, this is just another nail in the coffin of Southsea’s already dying tourism industry.
