Autumn Budget: Who will be the winners and losers?

Philip Hammond will have to deliver the goods to young people in today's budget for the Conservative Party to have any hope of wresting back millennial votes from the Labour Party. But to give with one hand, the Chancellor will have to take with the other.

The problem he faces is how to square the conflicting needs of an older generation – with a health service and social care also starved of funds – with the needs of the young, as well as the first duty of government: keeping Britain safe.
