PLANS to turn the basement of a residential complex into an art studio have been rejected.

Brian Organ, from Hereford, had applied to Portsmouth City Council to turn the basement of Princes House in Kings Terrace, Southsea into a private art studio.

Councillors rejected the proposals at planning committee yesterday due to fears over noise complaints.
