Hide AdHampshire County Council confirmed the junction falls under Highways England authority.
Gosport driver Steve Bone said on average he is travelling at 5.4mph along the mile-long stretch of road.
‘It’s frustrating because it has never been an issue before,’ he said.
‘For a dual carriageway leading on to a motorway to be that slow is a problem.

Hide Ad‘You expect traffic on Newgate Lane heading towards Fareham but once you reach Quay Street roundabout normally it’s okay.
‘I have been driving that route for 14 years and although there have been occasions where it’s slow, generally that stretch of road is fine.’
Steve has been in contact with Highways England on Twitter which said it was looking into the problem with the help of technology firm Telent.
Telent said on Twitter that an engineer had been sent to fix the problem on Tuesday but another one had been sent out to check following more delays yesterday morning.

Hide AdSteve added: ‘Telent told me the problem had been fixed but there were still problems.
‘They have since told me they are sending out another engineer.
‘I’m not sure what the problem is. Maybe they have changed the timing of the lights to help with traffic going onto the M27.’
Other drivers in Gosport have also expressed their frustration with the traffic.

Hide AdJamie Bowen, from Lee-on-the-Solent, travels to Eastleigh for work and said the route from Gosport to the motorway is getting worse.
He said: ‘The traffic was never great but in the last few days it has been terrible.
‘The A27 has been bumper-to-bumper all week and it’s frustrating. There is obviously a recent problem that’s occurred because it was never this bad before.
‘Hopefully now it’s been bought to their attention, something will be done about it.’

Hide AdJenny Shaw, from Gosport, hopes swift action will be taken to sort the problem.
She added: ‘For me, the extra traffic is a problem because you don’t expect it.
‘Once you are off the Gosport peninsula you assume that’s the end of the traffic so to hit it again on the A27 is really annoying.
‘The tailbacks it’s causing should have seen the problem sorted earlier.’
