A new blueprint for Gosport's Royal Hospital Haslar to stay open for the next 20 years was put together by campaigners.
The new blueprint, called Haslar Hospital 2020: Our Vision for the Future, was due to be distributed to all Gosport households at the end of September.
Councillor Peter Edgar said: '˜The government wants to pull the military out '“ we don't think that's the right decision.'
But the campaign failed and Haslar closed in 2009.Â
