Selsey man fined for failing to keep caravan site tidy

PRIVATE caravan plot owners are being urged to make sure they maintain them properly after a man was fined for failing to keep his plot tidy.

Malcolm Joyce pleaded guilty to the breach of his caravan licence after Chichester District Council decided to take action following a number of complaints.

Neighbours told the council’s licensing team the area around the caravan was becoming an eyesore and breaching the terms of the individual plot licence.

Joyce, 58, appeared at Worthing Magistrates’ Court following efforts by the council who advised him for several years on maintaining the plot. But he allowed pallets, scrap metal and other debris to build up meaning cars had to park in the road blocking other caravan owners.

The courts ordered Joyce, of Wadeway, Selsey, to pay a £250 fine, £250 towards court costs and a victim surcharge fee of £30.

Councillor Carol Purnell, cabinet member for environment services at the council, said: ‘Every effort has been made by our licensing officers to help Mr Joyce avoid this situation.

‘Because of the length of time this has been going on, we felt that there was no other option but to prosecute. I hope this sends a strong message that we will take action where licensing breaches occur.’
