Several practical steps will be taken ready for June 15 including suspending non-essential road works around busy retail areas, temporarily removing some parking spaces and suspending licences for pavement chairs and tables.
These will continue to be in place for a while as it is thought other businesses in the city, such as restaurants, could be re-opening in July.

Hide AdCouncillor Steve Pitt, the council's economic development boss, said: 'We are committed to supporting the safe reopening of businesses in the city and encourage residents to support our local economy by returning safely to our shops while following the latest government guidelines around social distancing and wearing face coverings.
'Some pavements outside of businesses provide limited space for queuing and social distancing, and no one knows the exact impact that opening shops will have but we will continue to work closely with businesses and residents over the coming weeks and welcome your feedback on how things are working.'
Other measures include: changing the positioning of market stalls to prevent clashes with shop queues, installing social distancing signs and street markings around main retail areas, and providing guidance and advice to support businesses.
The slogan 'Go shop, Go eat, Go safe, Go local' will be used to encourage residents to use businesses in their community.
