Horndean care home Fieldgate Nursing Home has conditions imposed by CQC after being put in to special measures

Fieldgate Nursing Home in Horndean received an inadequate rating from Care Quality Commission after a visit in July when inspectors described the service as ‘highly disorganised’ with ‘inconsistent management’ and said clients did ‘were at risk of receiving poor quality care’.

Police were also investigating after an ‘unlicensed restraint' was made on a 95-year-old woman in June, at the home on Portsmouth Road, that amounted to ‘common assault’.

Hampshire Constabulary confirmed to The News that the investigation has been filed as the victim has died, in an unrelated manner, since the incident happened.

The home, run by Extraservice Limited, has now been given a list of conditions from the CQC that it has to meet including undertaking audits on service user care plans, medicine storage and hygiene and infection control as well as providing a report containing a detailed action plan on the 30th day of every month.

The update CQC report read: ‘Conditions of registration are already in place at Fieldgate Nursing Home and these remain relevant.

‘We have requested an action plan and continuous improvement plan from the provider to understand what they will do to improve the standards of quality and safety.

‘We are regularly meeting with the provider to discuss how they will make changes to ensure they improve their rating to at least good. We will work alongside the provider and local authority to monitor progress.’

The home will be reinspected within six months and if the required levels of improvement are not made the provider’s registration may be cancelled or more conditions made.

It previously received a rating of ‘requires improvement’ at its last inspection in December 2019 but CQC inspectors said the service ‘had deteriorated’ since then and was in ‘breach of multiple regulations’.

The report added: ‘There had been a lack of effective oversight of the service by the provider, caused by inconsistent management and inadequate governance processes.

‘The service was highly disorganised and records were not always complete. The lack of robust quality assurance meant people were at risk of receiving poor quality care.

‘The provider was aware of the need to make significant improvements in the service and had engaged the support of other partner organisations to enable this to happen.’

The News approached Fieldgate Nursing Home for comment.
