Sex offender spared prison
A MAN was given a suspended jail term for failing to comply with sex offenders' register requirements.
Arturs Skapars, 24, of Clive Road, Fratton, admitted failing to comply with notification requirements on July 26.
Portsmouth magistrates imposed an eight-week term suspended for a year with 20 days of rehabilitation activities to complete.
He must pay a £115 victim surcharge and £85 prosecution costs.
