It’s not a good start to 2016.Persimmon Homes have now submitted a revised outline planning application for their development at Cranleigh Road, Portchester.

Persimmon Homes have been working on an enhanced ecological appraisal in support of their development plans of the fields, which they have now submitted to Fareham Borough Council, along with other evidence to support their outline planning application.

This outline development brief is for 120 new homes, a deduction from the 135 from their previous planning submission.

Applications for outline planning permission seek to establish whether the scale and nature of a proposed development would be acceptable to the local planning authority, before a fully detailed proposal is put forward. This type of planning application allows fewer details about the proposal to be submitted.

Persimmon Homes will try to establish development rights on the fields and if successful either by obtaining approval directly from FBC or on a planning appeal, will then come back under reserve rights to outline more detail of their plans. However, once outline planning is granted the game is more or less over.

Residents who submitted comments on the original planning application will be contacted by Fareham Borough Council. If you made a comment for or against the development of the fields then please forward that response again, very important. See link below.

Public consultation on this application runs from January 8-29. The time frame is for a decision to be made by the council’s planning committee by the end of February.

The planning department will be assessing the proposed plans against a number of elements which will lead them to make a formal recommendation to either accept or reject it.

If the planning application is rejected, and we believe it should be because it will be in conflict with the council’s development sites and policies plan, then there’s every reason to believe Persimmon Homes will appeal the decision, which will create a whole new ball game.
