New 'landmark' 22-storey building in centre of Portsmouth up for decision

A NEW ‘landmark’ 22-storey tower block could be a step closer to being built in the city centre.

Portsmouth councillors are due to discuss proposals for a 76-flat building on the site of the Shopmobility store in Arundel Street at the next planning committee meeting.

If approved the build will include 17 one-bed, 46 two-bed and 13 three-bed homes as well as a ground floor commercial unit and bike storage. As previously reported, it could cost up to £22m to build.

A design statement prepared on behalf of Portsmouth City Council said: ‘The design strategy seeks to provide a sustainable and inclusive development which responds to and addresses the diverse needs of all potential users including new residents and the existing community.

'There have been a number of new towers constructed and there are several more in the pipeline which are all of a similar scale and height forming a cluster around the city centre, which completely accords with the tall buildings policy.

‘In addition, this particular tower will create a landmark when seen from the approach along Arundel Street from the east.’

However, the plans have received four objections from nearby residents.

Wendy Nash, who lives in Upper Arundel Street, had concerns about the lack of any parking provision.

She said: ‘Just because the proposed site for this 20 plus-storey building is of sufficient size to construct the building and that it falls within the tall building zone, does not mean it should be used without any provision for immediate or future private vehicle provisioning.’

Arundel Street resident Colin Reeder added: ‘The windows to my flat are on the east side of the building giving direct views into the proposed north elevation windows and balconies.

‘This will significantly affect my privacy and daylight and is against The Building Research Establishment guidelines: “Site Layout Planning for Daylight and Sunlight: A Guide to Good Practice.”’

A new site for Shopmobility Portsmouth would be found if the build goes ahead.

The proposals will be discussed at a virtual planning committee meeting on Wednesday, September 9.
