Cars stopped by the closures were directed by emergency services staff at the scene, according to a social media post from Highways England.
The road was finally reopened at 4.30am this morning, the agency said.
It is believed the man was driving a brown Peugeot which crashed into the central reservation, and he was hit by the vehicle as he tried to cross the carriageway.
A passenger of a car directed to make a u-turn before the closure described seeing more than 15 police cars at the scene.
He said: 'We waited for an hour, and then got to a police SUV with its lights on where we had to do a u-turn.
'They didn’t say anything regarding the incident.
'We saw easily 15 plus police cars, and some ambulances, and we saw more attending from Fareham way too.'
