Lane one of the eastbound carriage is blocked due to the vehicle which is stranded between junction 8 for Bursledon and the junction 9 slip road for Park Gate.
The vehicle is currently on the grass verge and a recovery team has been sent.
Highways England have warned that delays are building and drivers should approach with care.
