Kelly salutes Irishman Teggart's Portsmouth commitmentÂ
The Northern Ireland under-16 international moved to the Blues' Academy from Cliftonville for an undisclosed fee in August.
However, the winger was forced to be patient and wait for his debut.

Hide AdTeggart wasn't given international clearance until last month, making his Pompey bow in the reserves' 5-2 defeat to Southend United in the Central League Cup.
He then came on as a half-time substitute in the young Blues' 5-4 loss to Swindon Town last weekend.
After not having a full pre-season campaign under his belt, Teggart had to swiftly build up his fitness levels with the club's strength & conditioning coaches.
Kelly was delighted with the application the youngster displayed during that period.

Hide AdAnd Pompey's youth chief has been impressed by Teggart's early performances donning the star & crescent.Â
Kelly said: '˜Teggy is bright.
'˜He's quick, very quick and will get on the outside and deliver balls into dangerous areas.
'˜He can give you that momentum.
'˜He's been working hard in the background and Southend was his first game in.
'˜I was pleased he lasted the 90 minutes because he had been working hard in training.

Teggart was the second academy player Pompey purchased this campaign.
The Blues signed Croatian goalkeeper Petar Durin from Italian side Atalanta in July.Â
