Cowley, along with brother Nicky, took charge of the Fratton Park helm last Friday.
And they got off to the perfect start with a 2-1 defeat of League One play-off rivals Ipswich.
Now the Blues go to Steve Cotterill’s Shrews aiming to inch closer to the top six.
However, Pompey will be without Ronan Curtis for the New Meadows encouter. The winger is away on international duty with the Republic of Ireland so a berth on the left-hand side of midfield needs filling.
John Marquis (ankle) is also an injury doubt so that leaves Cowley short of striking options, with Ellis Harrison sidelined for the remainder of the campaign with a knee problem.
Here’s how we reckon Pompey will line-up to face Shrewsbury...

9. Left-midfield - Michael Jacobs
With Ronan Curtis on international duty, a void on the left-hand side needs filling. Jacobs is the obvious answer but he's not long back from injury. Somewhat of a dilemma, but he might just get the nod as he'll give Pompey the balance needed. Photo: Joe Pepler

10. Striker - Ryan Williams
His running stats were highly impressive against Ipswich and likely to again play up top with John Marquis and Ellis Harrison both absent. Photo: Joe Pepler

11. Striker - Jordy Hiwula
Poised for a second league start and will be hoping for some goalscoring opportunities after none fell his way against Ipswich. Photo: Daniel Chesterton
