Pompey’s second bid reportedly totals €500,000 (£426,000), for the man who is contracted with the Dutch outfit until next summer.
NAC are believed to have knocked back the latest offer and want to keep the 27-year-old, though Bielica is keen on linking with John Mousinho’s men - according to Voetbal International.
The 6ft 3in man has been with NAC for two years, after moving to the Eredivisie from Polish outfit Górnik Zabrze.
Bielica made 33 appearances for his side last term, as NAC were relegated to the Dutch second tier when finishing one place off the bottom of the table.
That comes with the keeper playing 66 games at that level, in his two years at the Rat Verlagh Stadion.
Pompey are certain to be looking for goalkeeping reinforcements this summer, as they significantly up their level of transfer spending.
Austrian Nicolas Schmid is the established first choice at Fratton Park, but Ben Killip is currently the only other fit option available to John Mousinho in the Championship next season.
That’s with academy graduate, Toby Steward, returning to SPL new boys St Johnstone on loan next season after sealing a new three-year contract at Fratton Park.
Josef Bursik is currently injured with a calf issue picked up at Stoke City at the end of last season, and is sidelined until the end of August at the earliest.
Pompey have shown their transfer intent this summer, as they push a number of multi-million pound deals.
An agreement is in place with Fredrikstad FK midfielder Rocco Shein, with a reported €6m transfer set to be paid to land UD Almeria striker Marko Milovanović.
Pompey are keen on a deal for former loanee Abu Kamara, with sporting director Rich Hughes confirming the Hull City man is of interest to the club’s football operation.
Free agent Odin Bailey and Northern Ireland under-21 attacking prospect Eoin Kenny are the completed deals so far this summer.
