Caldwell has also suggested League One and League Two should be extended to finish on Saturday, May 15.
That could allow matches to be played either side of the Bank Holiday at the start of the month – like over the Easter weekend - and could draw in larger crowds.
Pompey chief executive Mark Catlin was buoyed by the Prime Minister's announcement message which intimated Fratton Park could be at full capacity in November.
The Blues will likely find out more on the upcoming campaign when the Premier League and Championship seasons both come to a close.
