Hide AdHe travelled with Kenny Jackett's squad for Thursday's 4-0 Carabao Cup defeat at Brighton, although wasn't named in the match-day squad.
The Blues don't want the 18-year-old's progress to stagnate and prefer to see him playing regularly elsewhere this season.
Jackett would rather Mnoga drop to non-league on a youth loan as it would give Pompey the flexibility to recall him when required.
However, the Blues boss hasn't ruled out a switch to a League Two outfit if it was the right move for Mnoga.

Hide AdSo far, there's been no Football League clubs declare they'd be keen on Southsea lad.
But there are potential suitors in the National League.
Jackett said: ‘We have had National League interest in Haji, which is good but nothing necessarily higher than that.
‘Similarly, we've been pleased with what Haji has done in pre-season training with the pros and it'll be good for him to be committed to the senior squad.’
Mnoga's made four Pompey appearances to date – all in the EFL Trophy.
