New school and flood defences to be part of proposed development between Havant and Emsworth

A detailed report outlining housing plans by Havant Borough Council went before the authority’s cabinet yesterday.

It comes as the council is working on a new housing strategy, with a target of 11,250 homes to be provided in the borough over the next 20 years.

Some 6,300 homes are already accounted for in the plan, so space needs to be found for almost 5,000 more.

One of the big development areas could be farmland between Havant and Emsworth.

A report states: ‘It is considered that the site is likely to be capable of accommodating a minimum of 1,650 dwellings and a local centre.

‘The site will require, as a minimum, improvements to nearby highway infrastructure, a new junction on the A27 and associated link road north, a new primary school, green infrastructure and surface water drainage.

‘The development will need to be laid out in such a way that there remains clear distinction between the settlements of Emsworth, Denvilles and Warblington after completion of the development.’

The other main area for development is Camp Down at Crookhorn, where a minimum of 400 homes could be built.

The report says brownfield land has been prioritised, but says development on greenfield sites will be ‘necessary’. The council is also liaising with Chichester on the plan.
