Teacher struck off over sexual misconduct after sending Snapchat pictures of himself bare-chested to a student at another schoolÂ

Kevin Michael Lee, a former geography teacher at Cams Hill School, Fareham, has been told he will have to wait at least five years to even be considered whether his ban should be reviewed.

A Professional Conduct Panel for the Teaching Regulation Agency found him guilty of six different allegations.

The first allegation concerned an inappropriate comment which he sent to a colleague regarding a pupil he was teaching at the time.

Mr Lee admitted to sending the explicit text message in 2011. At the time Mr Lee received a final written warning for his actions. 

The five other allegations involved inappropriate social media correspondence, in January 2017, with a student from St John's College in Southsea. 

Within the correspondence, Mr Lee admitted to sending the pupil a photograph of himself '˜bare-chested' and also asked the student to send a photograph of himself. The correspondence included the request to '˜get your shirt off and show us what you are made of'.

Mr Lee admitted that on January 19, 2017 he asked the pupil to delete the Snapchat communications. The report stated that Mr Lee's actions in asking the pupil to delete the messages was done to '˜conceal the inappropriate communications they had had'.

During the hearing, Mr Lee admitted to all of the allegations with the panel deciding they were '˜proven true on the balance of probabilities'.

The panel deemed that on all correspondence Mr Lee's actions were inappropriate as it '˜fell significantly short of the behaviour expected of a teacher'.

The panel were satisfied that Mr Lee's conduct had breached the '˜Teachers Standards' to '˜uphold public trust in the profession and maintain high standards of ethics and behaviour' and as a result had brought the profession into disrepute.

In particular the disciplinary panel report highlighted Mr Lee's failure to observe the boundaries appropriate to a teacher's professional position. 

Due to the sexual nature of the offences the panel recommended a prohibition order which prevents Mr Lee from teaching.

The panel said: '˜There is a strong public interest consideration in protecting pupils.'

This recommendation was upheld by adjudicator, Dawn Dandy, who made the final decision on behalf of the Secretary of State.

In the report Ms Dandy said: '˜Kevin Michael Lee is prohibited from teaching indefinitely and cannot teach at any school, sixth form college, relevant youth accommodation or children's home in England.'

A statement from Mrs Gwennan Harrison-Jones, Cams Hill School headteacher,, said: '˜We have a robust safeguarding policy. As soon as we were alerted to an allegation of inappropriate behaviour in 2016/17 the individual was immediately suspended.

'˜We worked with the relevant authorities to safeguard pupils and fully investigate the allegations. Despite the individual resigning during the school's formal disciplinary proceedings, we took the decision to continue with official action and referred the allegations to the Teacher Regulation Agency. Cams Hill School remains unwavering in its commitment to uphold the highest possible standards in safeguarding all pupils. Our actions are testament to our zero-tolerance approach.'
