Figures reveal number of council drivers hit with parking and speeding fines
Council drivers hit with parking and speeding fines
Drivers of Hampshire County Council vehicles were hit with hundreds of penalty notices, newly released figures show.

A Freedom of Information request revealed that council-owned, operated, leased and hired vehicles received a total of 302 penalty charge notices (PCNs) between January 2025 and June 2026.
Of those, 37 were for speeding offences, while the remaining 265 notices related to parking offences, bus lane or moving traffic contraventions, clean air zone or emissions charges, and toll bridge charges.

Hampshire County Council-owned or operated vehicles accounted for 193 of the notices, including 29 speeding offences. Vehicles leased or hired by the authority received a further 109 notices, eight of which were for speeding.
The council said the figures do not include every penalty issued to its vehicles. Hampshire Transport Management (HTM), which manages the fleet, is only notified of outstanding notices.
Penalties paid directly by drivers before HTM is notified are not included in the figures.
Responding to the figures, a Hampshire County Council spokesperson said: “Between January 2025 and June 2026, our staff carried out tens of thousands of journeys to deliver services and essential support to Hampshire’s residents and communities, with the vast majority completed without incident.
“Staff driving for work are expected to comply with road traffic regulations at all times, with drivers remaining personally responsible for any fines resulting from traffic or parking contraventions.”
