Ban on feeding pigeons and dogs in play parks set to be reviewed by Havant Borough Council

The council is seeking views from residents

Residents are being asked if they support a ban on pigeon feeding as well as banned dogs in play areas across the Havant borough.

Havant Borough Council is asking for a review of its Public Spaces Protection Orders (PSPOs), powers given to the council to stop or limit anti-social behaviour and public nuisances.

The PSPO governing pigeon feeding covers parts of Waterlooville Town Centre, and makes it an offence to feed pigeons in the designated area. It has been in place since 2018.

The current PSPO governing dogs has been in place across the whole borough of Havant since 2017. It relates to dog fouling, the exclusion of dogs in designated areas such as gated and fenced children’s play areas and areas where dogs must be on a lead.

Anyone who is found to be committing an offence under these Orders can receive a fixed penalty notice. Both orders are reviewed every three years to ensure they are still fit for purpose, and were last extended in 2023, due to expire in April 2027.

The council is reviewing the measures ahead of a possible extension, but wants to gather views from across the community before deciding on the future course of action.

The public consultation is open from Wednesday, October 28 to Wednesday, December 9 2026.

You can find more information on the current PSPOs and have your say here. Paper copies of the surveys are available to collect from your local library or community centre, or from the council offices at The Public Service Plaza. You can also request a paper copy by calling 023 9244 6019.
